All the countries promulgate regulations to restrict the harmful matters in industry. EU promulgated Waste Electrical and Electronic Equipment Directive （WEEE-2012/19/EU）and The Restriction of the use of certain Hazardous substances in Electnical and Electronic Equipment（RoHS-2011/65/EU）. Prohibition on sale of Electrical and electronic equipments containing Pb, Cd, Hg, Cr(Ⅵ), PBBs, PBDE, phthalates required in this directive.
RoHS 2 currently restricts 10 hazardous substances in EEE and they are included in the Annex II of the Directive 2011/65/EU.
It shall be noted that above maximum concentration values apply to each homogeneous material rather than a product or a part itself. A homogeneous material means material of uniform composition throughout that cannot be mechanically separated into different materials.
Some companies have set stricter limits than above regulatory limits. For example, Apple's limit for Cadmium in homogeneous material is 0.005%.

“Electrical and electronic products restriction of hazardous substances management approach” is different from the February 2006 released “electronic information products pollution control measures”, to make a major adjustment in the scope, limits the use of hazardous substances management etc.In February 2006, the former Ministry of information industry and other 7 departments jointly developed the “electronic information products pollution control measures” (Decree No. thirty-ninth, the former Ministry of information industry and other 7 departments also referred to as No. 39), requires the control of hazardous substances in electronic information products. However, with the development of the industry, the 39 orders gradually highlight its limitations, and therefore developed a new approach. And from July 1, 2016, that is, the new approach from the date of implementation, the order of 39 is repealed.
